Child Safety Standards
REC is a voice-based social network. Like any service where people publish and exchange content, it can be misused to harm minors. This document sets out the rules REC applies to prevent child sexual abuse and exploitation, how anyone can report content or behaviour, what the Publisher does with such reports, and whom to contact. It complements the Terms of Use and the Privacy Policy, which prevail on any other point. This is a translation: in the event of a discrepancy, the French version prevails.
Article 1 — Publisher and point of contact
The REC service is published by:
- Name: Marie-Victoire WOLFF
- Legal form and share capital: Natural person — published on a non-professional basis
- Address: not published — non-professional publication; identity and address have been provided to the hosting provider in accordance with article 6-III-2 of French Act No. 2004-575 of 21 June 2004
- Registration: Not registered with the Trade and Companies Register
- VAT number: Not subject to VAT
- Publication director: Marie-Victoire WOLFF
- Contact email address: hello@rectheapp.com
Designated point of contact for any matter relating to child safety, to the practices described here and to their compliance: hello@rectheapp.com. This contact is able to answer users, authorities and distribution platforms.
Article 2 — Minimum age
The Service is reserved for persons aged fifteen (15) or over (Terms, article 4.1). An account found to be held by a younger person is closed as soon as the Publisher becomes aware of it, and the related data is deleted or anonymised in accordance with the Privacy Policy.
Article 3 — Strictly prohibited conduct and content
The following are prohibited on REC in any form — voice note, title, comment, private message, profile picture, username, bio, link — with no exception whatsoever:
- any content depicting a minor in a sexual or sexualised manner, whether real or fictional, including by voice, text or description;
- any solicitation, incitement or staging of a minor for sexual purposes, including requests for intimate content;
- approaching minors with a view to abuse (“grooming”): making contact, building trust, isolating, asking to move to another platform or to communicate in secret;
- sexual blackmail or extortion (“sextortion”), threatening to share intimate content;
- trafficking, exploitation or facilitating contact for the purpose of the sexual exploitation of minors;
- glorifying, trivialising or providing instructions relating to any of these acts;
- sharing links to such content hosted elsewhere.
These prohibitions apply regardless of the visibility of the content — public, restricted to followers, or exchanged in a private message — and regardless of the declared age of its author.
Article 4 — Reporting content or behaviour
Anyone, whether or not a REC user, can report content or an account:
- from within the Application: every note, every comment and every profile has a “Report” command, reachable in a few taps, with no need to justify the report;
- by e-mail to hello@rectheapp.com, indicating where possible the location of the content (username, note title) and the reason for the report;
- a user may also block any other account at any time, which makes any further contact between them impossible.
No report made in good faith exposes its author to any measure. Reports relating to the safety of a minor may be submitted without the reporter having to identify themselves.
Article 5 — Handling of reports
Published notes undergo automated analysis intended to detect content likely to breach these rules; that analysis takes no decision on its own — it opens a case which a person reviews. Every report, whether from a user or from that analysis, is handled by an authorised person.
Reports relating to the safety of a minor are handled as an absolute priority and, in any event, within twenty-four (24) hours of receipt (Terms, article 10.3). Where content falls under article 3, the Publisher:
- immediately removes the content or suspends its distribution, even before the review is complete where harm is likely;
- terminates the author’s account without notice, the seriousness of the breach ruling out any intermediate measure (Terms, article 10.4);
- retains the necessary elements — content, technical identifiers, timestamps — for as long as required to allow their disclosure to the competent authorities, and for no other use;
- refrains from informing the author where doing so would compromise an investigation.
The person who reported is informed of the outcome, unless they chose not to identify themselves.
Article 6 — Cooperation with authorities
The Publisher complies with all applicable child-protection laws, including articles 227-23 and 227-22-1 of the French Criminal Code, Law No. 2004-575 of 21 June 2004 on confidence in the digital economy, and Regulation (EU) 2022/2065 (the “DSA”).
Any content falling under article 3 that comes to the Publisher’s knowledge is reported to the competent authorities: in France, to the PHAROS platform of the Ministry of the Interior (internet-signalement.gouv.fr); where circumstances require, to the authorities of the State concerned or to designated bodies such as the National Center for Missing & Exploited Children (NCMEC) for persons located in the United States. The Publisher answers judicial requests and orders from authorities as provided by law (Terms, article 10.6).
Article 7 — What REC does not collect
REC collects neither the geographic location, nor the contacts, nor the address book of its users, and offers no dating, proximity-matching or age-search feature. Private messages can only be sent to existing accounts, identified by their username.
Article 8 — Changes to this document
This document is reviewed whenever the Service or the legal framework changes in a way that affects the safety of minors. The version in force is the one published at https://rectheapp.com/legal/child-safety.html; its number and date appear at the top.
